- Examines the types and ranges of tax and nontax revenues available to local and state governments and factors shaping the types of revenue sources utilized.
- Also assesses local and state government spending trends, use of public funds for economic development and other goals, impacts of federal mandates on local and state budgets, distinctions between operating and capital budgets, and the overall legal and political factors shaping public finance.
